Multilingual Text-to-Speech

What does it mean to speak of "Multilingual TTS"? It implies the development of TTS systems that speak more than one language. For a single TTS system to be able to handle more than one language it needs to be highly modular so that language-specific modules can be developed. In a ideal system these modules would be designed to be linguistically flexible so that they could be modified to handle a new language. In Europe such systems have been motivated by the multilingual nature of the European community whilst in America the motivation has mainly been to provide systems that handle both English and Spanish.
